Rules committee discussing appointment of new Dept. of Investigations commissioner Mark Peters. I asked Mr. Peters about when city has learned from slush fund and city time scandals from the ways they were allowed to continue for so long. Mr. Peters said he will look particularly into those scandals to assess where controls failed. (at City Hall)
